Massimo Ricchi is a lawyer with a post university specialization in Banking and Finance. He is currently a Senior lawyer at the Technical Mission Unit - Ministry of Infrastructures and consultant in PPP and project financing for local entities and private companies. For over 12 years he was part of the Italian PPP Task Force under the Presidency of the Council of Ministers where he managed over 300 projects with PPP’s contractual scheme (Roads, Hospitals, Prisons, Waste, Urban development, etc.). He was a national Co-implementer of the Prison Plan – Ministry of Justice, obtaining approximately € 900 million to build 11 penitentiaries and to extend the structure of 21 existing ones. The structure in Bolzano is the first Italian Prison built with the PPP. He is currently teaching a masters course at two Universities; LUISS “Master EMIC - Executive Master Imprese di Costruzioni” and Tor Vergata – “Master in Procurement Management”. He was a contract professor at the University “La Sapienza” of Rome in Project Financing Law, has published several articles and books and is an expert educator and frequent speaker in national and international conferences on PPP’s.
